MEASUREMENT SPECIALIST (Finance)

Job Summary
PLEASE NOTE THIS POSITION WILL BE LOCATED IN LAKE CHARLES, LA.
Provides direct field oversight and works toward accurate measurement of crude oil, refined products, and petrochemicals shipped on marine vessels, in pipelines, through terminals, and in or out of refineries. Deals with public inspectors, vessel personnel, state agencies, customers, and suppliers in verifying accuracy of tank level / meter measurement, measurement equipment and inspection and calibration services and procedures. Analyzes measurement situations, solves problems, and improves processes to improve CITGO ROCE. Works with CITGO Schedulers, Terminal Operations and Engineering departments to ensure measurement equipment and instrumentation is properly calibrated. Oversees Inspection company field personnel are properly performming their field duties. Investigates situations of current losses or gains and proactively acts to protect CITGO assets.
Minimum Qualifications
Worked as loss control specialist, petroleum inspector or related field. Knowledge of static/dynamic measurement techniques gained through formal training or experience. This individual has to be a self-starter, working with very minimal supervision. Good computer skills. (Knowledge of SAP or Right Angle a plus, but not required.)
The miniumum years of job related experience rquired is: 6 years of oil measurement experience.
Job Duties
1. Administers and coordinates measurement system accuracy activities. Evaluates the effectiveness of tests and calibrations both internal and external to CITGO for compliance with contracts, API and other standards so that both the test equipment, measurement equipment being tested and personnel involved all perform to expected levels. Also facilitates and monitors repair of this equipment as such testing is initiated. Routinely inspects and monitors all custody transfer measurement equipment. Witnesses testing and proving activities to determine if procedures are being carried out with respect to CITGO Procedures, Best Practices, API Standards and contract requirements.
2. Performs field audits public inspector's performance for accuracy, training, knowledge of measurement practises and of API Standards, timeliness, and quality of service. Performs field audits of CITGO facilities and offsite terminals to determine their current measurement practises follow the latest API and other applicable industry standards and procedures. Witness meter proving and trouble shoot meter proving errors at all CITGO terminals.
3. Employee is to review petroleum shipments for assigned geographic area of responsibility for volume and quality discrepancies that affect outturn figures and billing. Alert operations and claims personnel when discrepancies are observed. Support will be provided to claims personnel in the investigation and documentation of claims, for and against the company, and recommended actions to be taken. Checks inspection reports for measurement accuracy, correct application of volume correction tables, and calculations. Compares shore to vessel volume and intransit differences to ensure they are within CITGO'S allowed tolerances. Inputs inspection company measurement data into SAP. Conducts measurement studies to trend cargo movement losses and terminal and vessel experience data. Develops projects to innovate better and more profitable methods of measurement.
4. Assists Senior Measurement Specialist and Measurement and Loss Control Manager with subject matter consulting to help Engineering personnel, internally and externally, and Maintenance on different measurement systems for static, dynamic, and marine measurement for incoming and outgoing crudes, feedstocks, and finished products. Interprets API and other standards when necessary.

5. Employee will provide guidance to CITGO schedulers semi-annually as to recommended contractors to be assigned to petroleum transfers.
6. Employee is to provide measurement training to CITGO facility personnel as needed for proper application of API Measurement Standards.
7. Employee will montior CITGO contracts with measurement contractors and make recommendations to update and improve such contracts in terms of procedures and pricing schedules.Employee works closely with the CITGO Foreign Trade Zone coordinators to ensure that measurement equipment records are maintained accurately and timely.
8. Employee is to maintain a sound working knowledge of API and ASTM Standards and maintain an up-to-date library to reference such standards. Employee is to attend training courses as agreed with supervisor.
