Child Support Services Supervisor (Finance)
The selected candidate will oversee the productivity and performance of individual team members and overall team. The Child Support Services Supervisor will be responsible for providing statistical reports on team progress, identifying and resolving workflow impediments, and ensuring high standards of work. They will also handle escalated customer calls with exceptional service, address personnel issues, ensure compliance with safety and confidentiality protocols, and create a professional and safe work environment. Additionally, the incumbent will be approving timecards, distributing tasks, facilitating team meetings, and mentoring future Child Support leaders.

The County of Riverside Department of Child Support Services works with parents and guardians to ensure children and families receive court-ordered financial and medical support. Services provided included locating, establishing paternity; establishing, modifying and enforcing a court order for child support; and establishing, modifying and enforcing an order for health coverage. EXAMPLES OF ESSENTIAL DUTIES
• Plan, organize, supervise, and coordinate the work of an assigned team or staff engaged in conducting assigned portions of the division staff development program.
• Determine in-service training and staff development needs from subordinate staff assessments, supervisory and management input, and analysis of family/child support laws; ensure high standards of work performance and compliance of the staff with policies and procedures of the Department of Child Support Services.
• Research, analyze, and develop recommendations on family/child support legislative issues.
• Provide instruction on policies and procedures concerning family/child support collection operations; act as a resource person on collection activities and procedures.
• Expedite workflow; implement new methods, procedures, and organizational changes for processing casework; study casework processing to measure the efficiency of work completed or to seek improved methods and procedures.
• Review especially difficult cases referred by Child Support Specialists and Child Support Interviewers for best course of action.
• Participate in the selection of new employees; counsel employees as needed; take disciplinary action when appropriate; render work performance evaluations and continue to monitor progress.
• Prepare statistical and other reports.
• Monitor assignments of Child Support Specialists, Child Support Interviewers, and Office Assistants, and make adjustments to maintain reasonably uniform distribution of work, assuring rotational assignments of workers.
• Directly answer inquiries concerning casework for custodial and non-custodial parents and others with difficult problems requiring supervisory personnel attention.
MINIMUM QUALIFICATIONS
OPTION I
Education: Graduation from an accredited college or university with an Associate's degree, preferably with a major in sociology, civil law, psychology, business, or a closely related field to the assignment. (Additional qualifying experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)
Experience: Four years as a Child Support Specialist with the County of Riverside or an equivalent journey level class within an agency overseen by the California Department of Child Support Services. Equivalent experience must have included making evaluations of complaints of failure to provide arranging financial support agreements with parents and monitoring compliance.
OPTION II
Education: Graduation from an accredited college or university with an Associate's degree, preferably with a major in sociology, civil law, psychology, business, or a closely related field to the assignment. (Additional qualifying experience may be substituted for the required education on the basis of 30 semester or 45 quarter units equaling one year of full-time experience.)
Experience: Two years as a Senior Child Support Specialist in the County of Riverside Department of Child Support Services. Equivalent experience must have included formal and informal training of Department staff, performing case auditing, and handling difficult sensitive cases.
BOTH OPTIONS
Knowledge of: Basic principles of supervision and training; office procedures; laws, regulations and policies regarding the establishment and enforcement of paternity; principles of organization, planning, research, and analysis; principles and techniques of interviewing uncooperative or hostile individuals; methods and techniques used by the Department of Child Support Services in determining financial assets and amounts owed in accordance with legal obligations; methods and techniques of orientation and in-service training; procedures and methods of collecting and adjusting accounts; sources and methods of locating non-custodial parents.
Ability to: Plan, assign, and supervise the activities of a Department Child Support Team; interpret new and revised regulations and project possible and/or probable impacts to the department; develop, revise, and implement departmental operating policies and procedures; gather and analyze information; interpret and explain applicable legal regulations and procedures to others; speak effectively in groups and individual situations; draw logical conclusions and make sound decisions and recommendations on the basis of laws, rules, and regulations; present oral and written reports concisely and clearly; prepare stipulations and order complaints, writs and other legal forms and documents relative to the enforcement of paternity; promote and support an environment of cooperation and respect.

DEFERRED COMPENSATION: Voluntary employee contribution with a choice between two 457 deferred compensation plan options.
VACATION ACCRUAL (Bi-Weekly Accrual):
0< 3 year = 80 Hours (10 Days)
4< 9 years = 120 Hours (15 Days)
10 or more years = 160 Hours (20 Days)
Maximum Vacation leave accumulation is 480 hours.
SICK LEAVE: Four (4) hours Sick Leave accrual per pay period with unlimited accrual.
HOLIDAYS: Normally 12 paid holidays per year.
BEREAVEMENT LEAVE: Allowed 5 days (3 days are County paid; 2 additional days can be taken from accrued Sick Leave balance).
BASIC LIFE INSURANCE: Equal to one times annual base salary not to exceed $50,000 of term life coverage. Premiums are paid by the County. Additional Supplemental Life plan is available for employee purchase.
DISABILITY - LONG-TERM DISABILITY (LTD): Benefit pays 66.67% of earnings to a maximum of $10,000 per month; 30-day waiting period; pays to age 65. Benefit can be coordinated with other available leave balances to provide up to 100% of pay.
POST RETIREMENT MEDICAL CONTRIBUTION: A monthly contribution is made by the County towards retiree health insurance offered through the County as governed by the applicable SEIU Memorandum of Understanding.
