SUMMARY: Responsible for implementing programs related to governance of workplace safety, occupational health, environmental compliance and industry best practice for Crowley's marine vessel operations.
GENERAL RESPONSIBILITIES:
• Develops and implements policies, procedures, guidance, and programs based on internal and regulatory findings or observations, corrective actions, internal investigations and learning teams, applying knowledge of regulations.
• Provides workplace safety, occupational health, environmental compliance, governance, and industry best practice subject matter expertise to marine vessel operating business units and SQE execution personnel.
• Ensures workplace safety, occupational health, and environmental compliance related records are current, available and complete to meet all regulatory reporting, correspondence and regulatory deadlines or review.
• Guides management and completion of regulatory and industry reporting requirements.
• Guides management and tracking of waste analyses and profiles, completion of annual reporting and processing regulatory related payments for regulated waste programs.
• Performs safety and environmental rounds and inspections onboard vessels to assess performance.
• Aids business units during internal and external audits on workplace safety, occupational health, and environmental compliance topics.
• Develops template regulatory required for workplace safety, occupational health, and environmental compliance related plans, procedures, and records for vessel operations and coordinate business unit implementation of the same.
• Ensures workplace safety, occupational health, and environmental compliance practices, processes, procedures, and trainings are effective, efficient, and aligned with marine vessel regulatory requirements, the company's standards, and industry best practice.
• Maintains positive relations with customers, federal, state and local governmental agencies.
• Monitors changes to marine vessel safety, occupational health, and environmental rules and regulations; supports creation of summaries of impacts and recommendations to meet requirements.
• Supports identification and evaluation of new methods to minimize workplace safety, occupational health, and environmental impact of vessel operations.
• Represents the organization in internationally recognized workplace safety, occupational health, and environmental compliance forums and workgroups, especially those focused on marine assets and operations.
• Assists emergency preparedness and response program activities as needed.
PEOPLE MANAGER: Directly supervises 2 or more employees: EDUCATION: Bachelor's degree in occupational safety and health, environmental sciences/engineering, maritime academy, or a related field, or a combination of post high school education and equal experience.
EXPERIENCE: 5 years of experience in workplace safety, occupational health, and environmental compliance and management with improvement initiatives or maritime operations/engineering. Merchant Mariner credential preferred. Experience in the maritime industry with emergency management or business continuity management preferred.
TECHNICAL PROFICIENCY: Proficient with the use of Microsoft Office products, including Excel, Outlook, Word, Teams, SharePoint, Forms and PowerPoint. Ability to learn and become familiar with technical hardware and systems.
COMPETENCIES: Ability to communicate effectively verbally and in writing. Ability to establish and maintain effective working relationships with internal/external business partners. Ability to function effectively with, or as part of, a team. Ability to effectively manage projects that may vary in nature and scope. Ability to work with minimal supervision and make independent decisions in order to implement company workplace safety, occupational health, and environmental compliance programs. Ability to apply skill sets and demonstrate proven experience developing, improving and streamlining processes to meet established goals and objectives. Ability to develop and present presentations. Ability to adapt to changing work demands. Ability to analyze customer, local, state, federal and international requirements and initiatives and make recommendations on necessary actions. Ability to effectively translate highly technical information for non-technical audiences. The ability to influence outcomes and behaviors of individuals outside of direct reporting relationships. Knowledge and comprehension of international, federal, state and local laws, rules and regulations regarding maritime workplace safety, occupational health, and environmental compliance.
OTHER: Ability to travel periodically as needed.
JOB SCOPE: Position impacts multiple business units/segments.
WORKING CONDITIONS: Works both inside an office environment and outside in conditions of both high and low temperatures. May be exposed to odors, dust, dirt, mechanical hazards, high noise levels and potentially dangerous equipment. Must be able to crouch and stoop to get into areas with restricted headroom and be able to climb ladders. May require extended use of computer keyboard, viewing of computer monitor and ability to sit for long periods of time.
