Contracts Compliance Manager (Finance)

Job Summary
The Compliance Manager is responsible for ensuring full compliance with all Department of Labor requirements as outlined in project agreements. Items such as but not limited to: Prevailing Wage administration as defined by the Davis Bacon Act, Public Works project requirements, EEO, AAP, OFCCP and other state and federal requirements.
This role will also ensure a formal review of new federal and state laws is completed and successfully incorporated into the Company's standardized policies and procedures.
Key Responsibilities
1. Address inquiries and concerns regarding wage determinations, job classifications, and reporting requirements.
2. Assist in government audits, investigations, and enforcement actions related to wage compliance.
3. Confirm apprenticeship requirements when needed and required.
4. Document and maintain records of compliance efforts and corrective actions.
5. Ensure adherence to federal, state, and local prevailing wage laws, including the Davis-Bacon Act.
6. Monitor and implement prevailing wage rate sheets including updates while ensuring they are correctly applied to relevant project teams, craft recruiting, and payroll department.
7. Provide guidance and training to project teams and subcontractors on prevailing wage requirements.
8. Stay updated on wage determinations, labor classifications, and fringe benefit requirements.
9. Work with Director of Human Resources on new state set up while ensuring new federal and state laws are monitored and included in company policies.
10. Work with labor compliance officers, auditors, and legal teams to resolve compliance issues.
11. Work with the business to identify projects subject to Prevailing Wage and/or Public Work requirements.
Minimum Job Requirements
1. Bachelor's degree in business administration, legal studies, human resources, finance, or a related field (preferred).
2. Effective communication and interpersonal skills to interact with regulatory agencies, and internal teams.
3. Excellent attention to detail and ability to identify payroll discrepancies.
4. Experience working with construction and public works contracts where Davis Bacon Act compliance is mandated.
5. Minimum of five (5) years of experience in prevailing wage compliance, payroll administration, or labor compliance.
6. Proficiency in Microsoft Office Suite, payroll software, and compliance tracking systems.
7. Proficiency in reviewing certified payroll reports and ensuring compliance with wage laws.
8. Strong analytical, organizational, and problem-solving skills.
9. Strong understanding of federal and state prevailing wage laws, including the Davis-Bacon Act and related statutes.

6. Will sit, stand or walk short distances for up to the entire duration of a shift/work day.
7. Will use telephone, computer system, email, and other electronic devices on a frequent basis to communicate with internal and external customers or vendors
