General Accounting Manager (Finance)
Primary Duties:
1. Manages general ledger operations; serves as final approver for departmental general ledger journal entries insuring compliance with State regulations, university policy and procedures, and generally accepted accounting principles.
2. Provides guidance to departments with proper journal preparation and accounting procedures.
3. Manages accounts payable operations ensuring timely payments and transactions are recorded correctly into financial system; oversees and provides backup for audits of accounts payable, travel vouchers, and university credit card transactions.
4. Monitors the submission of payment processing in local and state systems; verifies, approves, and releases local checks and State warrants; monitors processing of local and state funded direct deposits; reviews all payments that include interest; and verifies and releases state batches in the Uniform State Accounting System (USAS).
5. Processes stopped and voided payments; prepares, processes, and submits state warrant cancellations.
6. Submits reporting of student cash payments over $10K and ensures department deposits are in compliance with university policies and procedures; oversees proper recording of department deposits.
7. Oversees month-end close; coordinates with departments to ensure all necessary journals are completed; and requests close from UH-System.
8. Works with Accounting Services Coordinator to provide fiscal year-end training to department staff; coordinates cleanup of financial documents at fiscal year-end; and prepares annual fiscal year-end accounts payable accruals.
9. Creates and maintains PeopleSoft queries to analyze financial data; reviews computer-generated reports and follows-up on discrepancies, including USAS reports for errors and outstanding warrants.
10. Oversees central receiving.
11. Originates and updates accounts payable, cash handling, and GL journal procedures and forms; works with the Sr. Director, Finance to develop and revise university finance-related policies.
12. Performs other job-related duties as assigned.
Knowledge, Skill, & Abilities:
1. Broad knowledge of general accounting and accounts payable procedures, preferably with a state agency and/or higher education institution
2. Excellent analytical ability to audit accounting documents, research discrepancies, correct deficiencies, and prepare associated financial reports
3. Excellent managerial and organizational skills to manage operations and supervise support staff
4. Excellent technical skills to enable development of an in-depth understanding of the university's financial system and provide guidance and troubleshooting
5. Excellent interpersonal skills and ability to ascertain needs and identify appropriate actions
6. Excellent written communication skills and ability to compose own correspondence and reports
7. Ability to work independently with minimal supervision
8. Ability to exercise discretion and independent judgment and act upon decisions within scope of delegated authority
PC Skills:
1. Proficiency with PC software applications in a Windows environment, including Microsoft Office
2. Experience with an automated accounting system
Minimum Qualifications: Bachelor's degree in finance or accounting and (5) years accounting-related experience or equivalent combination of education and relevant experience
